Fayette County residents and visitors invited to take housing survey

Fayette County Economic Development and Tourism (FCEDT) has partnered with Upper Explorerland Regional Planning Commission (UERPC) to conduct a housing assessment to better understand the current status of housing in our area. The goal of this effort is to identify gaps and anticipate future housing needs in order to assist local stakeholders in finding solutions to current and future housing challenges.

All Fayette County residents, as well as those who work in Fayette County or frequently visit, are invited to take an online housing survey. The survey does not collect any personally identifiable information, and all responses will remain anonymous. The information gathered will assist UERPC, FCEDT, and other community stakeholders in understanding Fayette County’s housing needs.

The survey is available at the following web address: surveymonkey.com/r/FC-Housing

Readers are encouraged to share the survey link with any and all people who live in, work in, or frequently visit Fayette County. The more people that complete the survey, the stronger the assessment will be.

Job Opening-Community Housing Associate

Upper Explorerland Regional Planning Commission is looking for a Community Housing Associate. The Community Housing Associate is a full-time position that works under the general direction of the Housing Department Head. Responsibilities include providing community development administrative and technical assistance to UERPC and its individual member cities and counties. This positions works primarily with federally funded programs designed to assist low income homeowners and first-time homebuyers with housing rehabilitation projects within the five-county region served by Upper Explorerland Regional Planning Commission (UERPC). The Community Housing Associate assists with all aspects of administering grant programs within the Housing Department, including, but not limited to, Community Development Block Grant (CDBG), HOME Program, Northeast Iowa Regional Housing Trust Fund (NEIRHTF) and Federal Home Loan Bank.

OPEN HOUSE EVENT: Homes for Iowa Open House on February 25th in Oelwein

The City of Oelwein will be hosting an Open House to showcase their Homes for Iowa house at 318 7th Street SW, Oelwein, IA on February 25, 2021 from 4:00 to 6:00 p.m.

Tour a home with the Homes for Iowa project. See how the homes are built. Explore how you could develop or own a Homes for Iowa home.

The open house will include tours of the home and conversations with Oelwein City Officials, UERPC representatives and Homes for Iowa board members. No RSVP is required.

The Homes for Iowa house made its way from Newton, IA up to Oelwein, IA in December 2020. The home traveled at 15 mph over the course of two days before arriving in town. Come take a peek at the finished product!

MARK YOUR CALENDARS! Northeast Iowa Housing Summit Taking Place on March 24th

UERPC and the Northeast Iowa Business Network are hosting the Northeast Iowa Housing Summit for economic development, construction, housing finance, real estate and local government professionals on Wednesday, March 24th. Two virtual sessions will be offered. 


Participants can learn about programs and initiatives from Iowa Finance Authority Staff and the UERPC housing department. Special guest Rick Hunsaker from Region 12 Council of Governments will join the evening session to share how his organization has leveraged local resources and statewide programs to create affordable housing opportunities in rural west-central Iowa.

Topics covered will include:

  • Housing Trust Fund
  • Federal Home Loan Bank programs
  • CDBG housing grants for communities
  • HOME program
  • LIH Tax Credit program
  • Homes for Iowa program (NEW!)
  • Down payment assistance program
  • Housing for veterans

The first session (10:00am-12:00pm) will have information for local government officials and area real estate finance professionals and will cover programs available in Northeast Iowa through UERPC.

The second session (5:00pm-6:00pm) will cover state programs that could benefit local communities.

Howard County and Upper Iowa Beef Awarded CDBG Funding

UERPC is thrilled to assist Howard County and Upper Iowa Beef (UIB) with a Career Link Transportation Community Development Block Grant (CDBG) in an amount of $109,200. 

This program provides funding to support transportation for individuals to travel to job activities or job education opportunities. Funding is provided through local governments to non-profit transportation service providers for operational expenses (not for purchasing buses or other equipment).

This project will assist UIB, a beef processing plant within Lime Springs, IA, with transportation services. These services will assist low to moderate income persons in obtaining and securing quality employment while at the same time aiding UIB with retaining a high-quality workforce. These CDBG funds will provide the gap financing that is needed now to get this transportation service up and running for the low-income passengers that want to work but cannot afford a vehicle of their own or to travel long commutes in their personal vehicle.

City of Waukon Awarded Housing Rehabilitation CDBG Funding

The Iowa Economic Development Authority (IEDA) recently awarded the City of Waukon a Housing Rehabilitation Community Development Block Grant (CDBG) in an amount not to exceed $253,000 for the exterior rehabilitation of six homes within the city limits.

 
This program assists communities with preserving existing housing stock and creating new housing opportunities for the primary benefit of low and moderate income individuals. Eligible housing activities include:

  • Owner occupied housing rehabilitation
  • Homebuyer assistance
  • Upper story housing conversion

Owner occupied rehabilitation is focused on three areas of improvement:  energy efficiency, exterior improvements and the removal of architectural barriers to allow aging in home.  The maximum award amount is $24,999 per unit plus lead hazard reduction and technical services.

The Homebuyer assistance program provides down payment and closing cost assistance to low and moderate income homebuyers. The maximum award amount is $24,999 per unit plus lead hazard reduction and technical services.
 
The Upper story housing conversion program provides assistance for the conversion of existing downtown building space into new residential units. The maximum award under this program is $500,000.

Decorah homeowners may have a new way to pay for home improvements later this year. The City of Decorah and UERPC are partnering to apply for a Community Development Block Grant that will assist low- to moderate- income homeowners with critical home repairs. UERPC is seeking pre-applications from Decorah homeowners to determine interest in the program. Applicants must own a home in the City of Decorah and income-qualify to participate.

Draft RPA-1 Public Participation Plan (PPP) available for public review

The Public Participation Plan (PPP) of the Upper Explorerland Regional Planning Commission (UERPC) Transportation Policy Board is now available for public review and comment. The document will be available for public review for a minimum of 45 days prior to adoption, and will be considered for adoption at the Board’s March 2021 meeting.

The PPP is developed and used to define a process for providing the public with reasonable opportunities to be involved in the transportation planning process for the five-county region of northeast Iowa consisting of Allamakee, Clayton, Fayette, Howard, and Winneshiek Counties.

Call for Applications for Multimodal Transportation Grants

The Transportation Policy Board of Regional Planning Affiliation 1 (RPA-1) in northeast Iowa is pleased to announce the call for applications for Iowa’s Transportation Alternatives Program (Iowa’s TAP) and Surface Transportation Block Grant (STBG) funding for diverse transportation projects in our region and communities.

Eligible projects for Iowa’s TAP funding include construction of walking and bicycling infrastructure such as sidewalks, ADA-compliant curb ramps, bicycle facilities, and paved multi-use trails, as well as certain community improvement and environmental mitigation activities. STBG funding can be used for all of the previously mentioned Iowa’s TAP eligible projects, as well as construction and reconstruction of roads, streets, and bridges. Because all projects eligible for Iowa’s TAP funding are also eligible for STBG funding, applicants for Iowa’s TAP eligible projects may apply to both programs for the same project. Applicants may also apply to both programs for a single eligible project that would include funding from both sources if awarded.

Eligible applicants include all public agencies and local governments within RPA-1 that have jurisdiction over public rights-of-way for transportation (including walking and bicycling facilities); public transportation agencies; and agencies with transportation planning responsibilities. The RPA-1 geographic region includes the Counties of Allamakee, Clayton, Fayette, Howard, and Winneshiek.

The current application cycle is for funding in federal fiscal year (FFY) 2025, which begins on October 1, 2024. RPA-1 is expected to have approximately $2.2 million in STBG and $179,000 in Iowa’s TAP funding available for distribution. Applications for both programs will be accepted beginning January 31, 2021 and are due by February 28, 2021.

Are you struggling to find enough money for housing repairs? Find out how you can benefit from local programs that have helped hundreds of Northeast Iowa homeowners make needed repairs to their homes. City of West Union and Upper Explorerland Regional Planning Commission (UERPC) invite West Union residents to “Hotline to Housing,” a free event on Wednesday, January 27th at 6:00pm at the Heiserman Room of the West Union Public Library, 210 N. Vine Street in West Union.

UERPC has decades of experience providing assistance to communities and homeowners to preserve housing stock, increase property values, bring investment into communities, and helping people make the repairs they need in order to stay in their homes. The housing department at UERPC manages the Housing Trust Fund, Homeowner Rehabilitation Program, and Owner-Occupied programs, all of which help qualified homeowners in the area make critical repairs to their homes. Roofs, siding, electrical upgrades, windows, and doors are among the most popular repairs.

At “Hotline to Housing,” residents can find out how to qualify for home repair assistance, what types of funding are available, program processes and steps, and more. For additional information, call UERPC at 563-864-7551.

Fayette County residents and visitors invited to take housing survey

Fayette County Economic Development and Tourism (FCEDT) has partnered with Upper Explorerland Regional Planning Commission (UERPC) to conduct a housing assessment to better understand the current status of housing in our area. The goal of this effort is to identify gaps and anticipate future housing needs in order to assist local stakeholders in finding solutions to current and future housing challenges.

All Fayette County residents, as well as those who work in Fayette County or frequently visit, are invited to take an online housing survey. The survey does not collect any personally identifiable information, and all responses will remain anonymous. The information gathered will assist UERPC, FCEDT, and other community stakeholders in understanding Fayette County’s housing needs.

Readers are encouraged to share the survey link with any and all people who live in, work in, or frequently visit Fayette County. The more people that complete the survey, the stronger the assessment will be.

Transportation Policy Board to meet July 21st

RPA-1 draft Transportation Improvement Program (TIP) for FFY 22-25 available for public review and comment

The Transportation Improvement Program (TIP) for Regional Planning Affiliation 1 (RPA-1) and the Upper Explorerland Regional Planning Commission (UERPC) Transportation Policy Board is now available for public review and comment. The document will be available for public review for a minimum of 15 days prior to adoption, and will be considered for adoption at the Board’s next meeting, Wednesday, July 21, 2021 at 11:00 a.m.
